Abstract:  The Defence Research & Development Organization (DRDO) has, since its inception about 60 years back, pursued the development of equipment required by the Indian armed forces. Several systems developed by DRDO have been inducted into service and operated by the three Services. However, even today, the armed forces depend on imports for more than 60% of weapons and other equipment for their operational requirements.


Time & Cost overruns, Performance shortfalls, Obsolescence of Systems & Technologies, Quality & Reliability and lack of Product support have been some of the reasons for the dissatisfaction expressed by the armed forces.


The talk looks at the steps involved in conversion of Science & Technology concepts into functional Systems and developing them into operational Products. The presentation brings out the essential linkages between the stakeholders involved in the above process. Based on his personal experiences at various levels in DRDO, the speaker identifies some glaring weaknesses in the crucial linkages between the stakeholders. He brings out the need for clear cut and systematic policies for development of Expertise, setting up of critical Infrastructure and nurturing of Industry partners at various stages of Design, Development, Production & Product Lifecycle Management.


About the Speaker: Srikumar Pullat made significant contributions in the Design & Development of UAVs at ADE during his career spanning 33 years. He was Project Director & Chief Designer of Subsonic Cruise Missile “Nirbhay”, integrating indigenous systems & technologies from more than 10 laboratories of DRDO. He retired as Director of ADE, DRDO in 2015.


He is presently a Visiting Professor in ISSSP at NIAS.
